论公务员的聘用制问题研究毕业论文

摘 要

从1980年开始,随着新公共管理理论的兴起,外国进行一次大范围的行政改革运动,把市场机制引入到政府管理中,越来越多国家采用雇员制的方式,国外公务员制度不断完善。

2006年,我国通过的《中华人民共和国公务员法》中关于“职位聘任”的法律条文的阐述,明确了公务员职位聘任制度在我国的法律地位。但是公务员聘任制在我国才初步发展,必然在实践时会产生一些问题,比如我国传统文化给人带来的封建思想、公务员聘任制的相关法律法规还未健全、公务员的绩效考核制度没有完善、薪酬、福利、保险制度建设比较滞后等问题。只有对这些问题进行深层次的原因分析,提出科学合理的建议,才能让聘任制公务员在我国长久的发展下去。

Abstract

Since 1980s, Western countries started a large-scale administrative reform movement with the rise of the New Public Management Theory.They use the introduction of market mechanisms into the Government Administration. More and more countries have adopted the way of Employment System . Foreign civil service is reformed and improved constantly .

In 2006, China adopting the "People's Republic of China Civil Law on Civil Servants " on "position appointment" described the relevant legal provisions, defined the legal status of civil service posts appointment system in our country.

Firstly, the article represents the origin of the civil service system , which leads to civil service employment system.Thereby it improves China's civil service appointment generating revelation . Then, It was found the existing problems in the implementation of the civil service appointment and analyzed the causes .Finally it improves its problems and makes recommendations.
