摘 要

在大学毕业生人数不断上升的紧张就业形势之下，“毕业即失业”已不再是耸人听闻的事实夸大，对于这部分就业人群再不加以一定疏导，就业市场将会越发失序，如此严峻的就业形势迫使当前社会必须正视大学生就业这一问题。传统的大学生就业渠道最主要的是政府和企业两大选择，但是很明显，这两大就业渠道已不足以容纳日益剧增的毕业生。因此，增加大学生新的就业选择、发现新的就业承载主体，是解决当前大学生群体就业困难的一大突破口。加之社会组织的日益崛起，其力量之大再也不可忽视。对于介入大学生就业问题，社会组织具有一定的优势性，并且在当前形势下，其介入也有其必要性。但是当前我国社会组织本身还存在一系列问题，使其介入大学生就业效用发挥受限。

本文首先从当前大学生严峻的就业形势、社会组织特殊的自身性质及其优势以及社会组织和大学生两者更好发展的现实需求方面来分析社会组织介入大学生就业的缘由。其次从目前社会组织介入大学生就业的概况和直接、间接等介入就业的方式作了现状分析。接着从内部治理、资金人才、准入门槛、法律法规等六个方面分析了社会组织介入大学生就业的现实困境。最后根据存在的现实困境，逐一提出改进的对策。以期达到社会组织更好介入大学生就业的美好结果。

A Study on the Employment Problem of Social Organization Intervening in College Students

Abstract

With the rise in the number of college graduates, "graduation means unemployment" is no longer sensational facts exaggerated. The employment of college students no longer be some guidance, the job market will be more disorder, the grim employment situation forced the current society must face the problem of college students employment. The two major choices for college students are government and enterprises, but it is clear that the two major channels are not enough to accommodate the increasing graduates, thus broadening the employment channels for college students and developing new forces to absorb employment , are the key to solve the current problems. Coupled with the growing social organizations, the power of the great can not be ignored. For the intervention of college students employment, social organization has a certain advantage, and in the current situation, its involvement is necessary. However, there are still many problems in our country's social organization, so that the employment effect of college students is limited.

This paper first analyzes the reasons why the social organization is involved in the employment of college students from the serious employment situation of the current college students, the special nature of the social organization and its advantages and the practical needs of the social organizations and the better development of the college students. Secondly, from the current social organization involved in the employment of college students and direct, indirect and other ways of intervention in the status analysis. Then, from the aspects of internal governance, capital talents, entry threshold, laws and regulations, the paper analyzes the practical difficulties of social organizations involved in college students' employment. Finally, according to the existence of the real dilemma, improve the countermeasures.

引言

自高校扩招政策实施以来，中国大学生数量呈现逐年增长的态势，加之近几年国家经济“维稳”的宏观发展环境，毕业生就业情况越发令人担忧，人数上升的大学毕业生极有可能在不景气的求职环境里沦为就业弱势群体。对于绝大部分大学生，已不存在“最难就业季”的无奈，每一年都在面对着“更难就业季”的恐慌。在这样严峻的现状之下，就业问题已让社会各方聚焦。政府和企业，作为传统疏解大学生就业人群的两大渠道，在毕业人数猛烈增长的情况下，已无法疏散当前的就业大潮。

为了能有效地缓解大学生就业的问题，社会各界要积极参与其中。社会组织作为继政府和企业之后，日益崛起的第三大重要的社会力量，其重要性已越发明显。这为大学生就业问题的解决提供了新思路。社会组织是指区别于政治国家和市场空间之外的公共领域，由各类民间组织集合而成的总称。它有非营利性、非政府性、志愿性、独立性等特征。所以在介入大学生就业时具备一些先天优势。中国的社会组织目前正处在增速发展的阶段，国务院以及相关部门对其在解决社会事务上的重要性充分认可，所以，对于社会组织介入大学生就业问题不仅合情合理，更是必要之举。
