以“互联网 政务服务”增效放管服改革:必要性、可能性和可行性毕业论文

摘 要

现阶段,我国正大力推进建立健全完善、高效的一体化“互联网 政务服务”平台及深化各地区、各部门政府的“放管服”改革。政府网络政务的平台建设与政府的“放管服”改革之间相互连通、相辅相成。“互联网 政务服务”平台不仅能够通过给予技术支持来推动“放管服”改革,同时它也是深化“放管服”改革的内在要求。将互联网与政府的政务服务相结合早已成为现阶段我国政府向人民大众提供政务服务的新潮流、新趋势,相关研究也越来越多。但是,在对于政府“互联网 政务服务”增效 “放管服”改革方面的研究,较前者还相对滞后。因此本文立足于加强相关研究的角度,旨在厘清“互联网 政务服务”与“放管服”改革之间的相关性,明确分析归纳出政府现行的“互联网 政务服务”体系面临的问题及原因,大数据新时代背景下“放管服”改革面临的困境,并探究“互联网 政务服务”对于增效政府“放管服”改革方面的必要性、可能性和可行性,深化“放管服”改革。本文综合服务型政府理论及网络治理理论,运用文献研究法、案例分析法等研究方法,以北京市为例,结合中国政府网站绩效评估报告,全面分析现阶段地方政府政务平台对“放管服”改革的增效作用。发现目前我国“互联网 政务服务”与“放管服”改革方面存在着服务水平参差不齐、服务流程与内容不够全面、政民互动不够密切、信息交互存在壁垒、部门缺乏系统管理和简政放权质量不高等问题。并根据“互联网 政务服务”与“放管服”改革之间的内在联系,提出相应改善路径,例如加强“互联网 政务服务”体系建设,为增效“放管服”改革提供实际保障;完善“互联网 政务服务”内容,增强“放管服”改革质量;构建整体性政府组织结构以及推动“精准放权”。

"Internet plus government service" to enhance efficiency of discharge service reform: necessity, possibility and feasibility

Abstract

At this stage, China is vigorously promoting the establishment of a sound, efficient and integrated platform for "Internet plus government services" and deepening the reform of "letting go" of all regions and departments. The platform construction of the government network government affairs and the reform of the government's "management service" are mutually connected and complementary. The Internet plus government service platform can not only promote the reform of the "discharge service" by giving technical support, but also is an inherent requirement for deepening the reform of "letting go of services". The combination of the Internet and the government's government service has already become a new trend for the government to provide government service to the people at this stage, and more and more related research has been carried out. However, the research on the reform of "Internet plus government services" to increase the efficiency of "putting the tube into service" is still lagging behind the former. Therefore, Internet plus Internet service is the key to the reform of the Internet government service system. This paper aims to clarify the correlation between the "Internet government services" and "letting off service" reform, and clearly analyze the problems and reasons of the existing Internet plus government service system, and the predicament faced by the reform of the "tube and service" system in the new era of big data, and explore the "Internet plus government services" for synergy. The necessity, possibility and feasibility of the government's "deregulation service" reform should be deepened. In this paper, the service-oriented government theory and network governance theory, using literature research, case analysis and other research methods, taking Beijing as an example, combined with the performance evaluation report of the Chinese government website, a comprehensive analysis of the effectiveness of the local government platform in the "deregulation service" reform at this stage. Streamline administration and delegate more power to lower level governments are not enough. The problems of Internet plus government service and discharge management are uneven, uneven in service flow and contents, insufficient in interaction between government and people, barriers in information interaction, lack of systematic management in departments, and low quality of decentralization.
