摘 要

流浪儿童问题一直是公众关注的问题,据调查分析表明,目前我国流浪儿童逾百万人。近年来虽然政府加大了对流浪儿童救助保护工作的力度,但流浪儿童的数量有增无减。这引起了政府、各界专家学者及民众的反思,开始思考目前“回家为本”救助保护工作模式的不足,并积极探索新的救助模式。

本研究通过文献研究方法梳理已有的研究,总结当前的流浪儿童救助保护模式。通过实地研究,详细分析“回家为本”救助保护工作模式的现状及不足。在此基础上得出“服务为本”流浪儿童救助保护模式更为有效,应积极推动“回家为本”向“服务为本”救助模式的转换。

From “Home based” to “Service-oriented”

--discussing the transformation of street children’s rescue protection mode

Abstract

Problem of street children has been a matter of public concern, according to the survey analysis, it shows that the number of china's street children is over a hundred million. In recent years, although the government has increased the protection of street children rescue efforts, but the number of street children is still increasing. This caused a reflection of governments, scholars and public sectors, to start thinking about the current shortcoming of "home-based" rescue protection mode, and actively explore new rescue mode.

In this study, through combing the literature study, author summarizes the current street children rescue protection mode. Through field research, author will analyze the "home-based" rescue protection mode’s actuality and insufficient. Based on this, author concludes the "service-oriented" rescue protection mode is more effective, we should promote the transformation of street children’s rescue protection mode actively.
