内河LNG船舶锚地选址与锚泊安全区设置研究毕业论文

摘 要

近年来,我国经济高速发展,随之带来了严重的环境污染问题。国家已经出台了一系列的政策来防止环境污染,如“煤改气”等。在这些防治措施中,寻求清洁能源替换现用能源是非常重要的环节。液化天然气(LNG)是目前世界上最清洁的能源,目前已广泛应用于城市燃气、工厂燃料等方面。随着LNG需求量迅速增加,我国液化天然气产能已不足以满足国内需求,更多的液化天然气需要进口。水路运输凭借其运输量大,运输成本低等优势,从众多的运输方式中脱颖而出。

随着我国内河航道整治工程逐渐完工,海船入江已成为我国航运发展的必然趋势。海船入江不但可以从一定程度上节省了转运费以及转运工作量,并且带动沿江重要港口城市经济快速发展。目前,液化天然气运输已经成为我国航运发展的重要支柱。液化天然气水路运输是一个营运生产整体,锚泊则是这个整体中尤为重要的一环。LNG船舶因其所特有的“高风险性”,以及内河船舶流量大,航道有限,靠近陆地等因素,使得LNG船舶内河港口锚地的设置以及LNG船舶锚泊时的安全问题成为液化天然气运输体系中的重要研究课题。

本研究主要针对LNG船舶的特殊性,结合规范标准要求与内河港口、航道条件,讨论、分析LNG船舶的应急锚地、宿夜锚地的选址及配置要求;掌握LNG船舶应急与宿夜锚泊安全要求,对LNG船舶锚泊的安全性进行风险识别,建立简要的LNG船舶锚泊安全区模型,并提出了相应的安全保障措施与建议。

Abstract

In recent years, China's rapid economic development has brought serious environmental pollution problems. The country has issued a series of policies to prevent environmental pollution, such as "coal to gas". In these prevention measures, it is very important to seek to replace the current energy with clean energy. Liquefied natural gas (LNG) is currently the cleanest energy source in the world, and has been widely used in urban gas and factory fuel. With the rapid increase in LNG demand, China's LNG production capacity is no longer sufficient to meet domestic demand, and more LNG needs to be imported. Waterway transportation stands out from many transportation modes by virtue of its large transportation volume and low transportation cost.

With the gradual completion of China's domestic river navigation channel renovation project, the entry of sea vessels into the river has become an inevitable trend of China's shipping development. The entry of sea vessels into the river can not only save the freight and transshipment workload to a certain extent, but also drive the rapid economic development of important port cities along the river. At present, LNG transportation has become an important pillar of China's shipping development. LNG waterway transportation is a whole of operational production, and anchoring is a particularly important part of this whole. LNG ships are due to their unique "high risk", and the inflow of inland ships is large, the channel is limited, and they are close to land and other factors. This makes the setting of anchorages for inland ports of LNG ships and the safety of LNG ships at anchorage an important research topic in the LNG transportation system.

This study mainly focuses on the specificity of LNG ships, and discusses and analyzes the location and configuration requirements of emergency anchorages and overnight anchorages for LNG ships, and the safety requirements for emergency and overnight anchorage of LNG ships in combination with the requirements of norms, standards, inland ports and waterway conditions , Identify risks for the safety of LNG ship anchoring, establish a brief model of LNG ship anchoring safety zone, and put forward corresponding safety guarantee measures and suggestions.
