长江海事局领导班子成员素质模型研究毕业论文

摘 要

伴随长江经济带建设战略的快速推进,长江海事局面临着行业对长江航运安全的新要求,面临着海事事业发展的新契机。如何适应长江海事面临的新形势和业务需求,创新海事局人力资源管理,建立一支素质精良、作风过硬的领导班子队伍,成为迫切需要解决的重要问题。本研究从人力资源战略管理出发,结合素质模型理论,阐述了长江海事局领导班子成员素质模型的构建过程以及该模型在长江海事局领导班子成员选拔、培训和考核中的应用。

本文在阐明了研究目的和研究意义的基础上,进行了国内外相关文献的综述,重点梳理了国内外公共部门素质模型的研究,发现针对海事局领导班子成员的素质模型研究薄弱,进一步论证本论文研究的必要性。本文在描述研究内容和研究方法后对长江海事局领导班子成员的素质建设现状进行分析;根据胜任力冰山模型理论和政策分析提取长江海事局领导班子所需素质要素,据此编制问卷调查表进行实证分析;并从知识、能力和个人特质三个维度整合素质要素,建立长江海事局领导班子成员素质模型。本文最后探讨了长江海事局领导班子成员素质模型在干部选拔、培训、绩效考核方面的应用。

Abstract

With the rapid development of the Yangtze River Economic Belt Construction Strategy, requirements for the safety of the Yangtze River shipping industry have changed. There is a new opportunity for the maritime development of the Yangtze River Maritime Bureau. How to adapt to the new situation and business requirements has become an urgent and important problem. The Yangtze River Maritime Bureau need to focus on the innovation of human resource management and the establishment of a leadership team with excellent quality.Based on the theory of human resource strategy and quality model, this thesis expounds the construction process of the quality model of the members of the leadership team of the Yangtze River Maritime Bureau and the application of the model in the selection, training and assessment of the members of the leadership team of the Yangtze River Maritime .

On the basis of clarifying the purpose of the study and the significance of the research, this thesis summarizes the related literatures at home and abroad, and focuses on the research on the quality model of the public sector at home and abroad. It is found that the quality model of the members of the leadership team of the Maritime Bureau is still weak, and further demonstrates the necessity of this thesis. This thesis analyzes the status quo of the quality construction of the members of the leadership team of the Yangtze River Maritime Bureau after describing the research contents and research methods; according to the competency iceberg model theory and policy analysis, the quality factor of the members of the leadership team of the Yangtze River Maritime Bureau is extracted and the questionnaire is analyzed;and from the knowledge, ability and personal characteristics of the three dimensions of the integration of quality elements to establish the members of the leadership team of the Yangtze River Maritime Bureau quality model. Finally, the thesis discusses the application of the quality model of the members of the leadership team of the Yangtze River Maritime Bureau in cadre selection, training and performance appraisal.
