关于我国药品追溯体系建设的相关思考与研究

摘 要
当今社会百姓的健康安全意识不断增长，对于药品的需求也随之增加，这种现象使我国医药市场规模不断扩充，但是由于我国的药品质量安全追溯体系不完善，促使贩卖假药、劣药、问题疫苗等药害事件经常发生，导致百姓的身心受到伤害。当今我国药品质量安全可追溯的模式有两种制药企业自己建立的追溯系统和大多数企业使用的第三方服务平台的追溯服务，两种模式还存在许多问题，比如追溯的真实性可靠性，数据的透明性，监督管理方面面临的问题等等。同时政府监管政策不完善，新技术具有挑战性等问题也随之出现。目前能够设计一种公开透明可监管、数据不可篡改具有真实性、保护隐私要求的药品质量安全的可追溯系统非常重要。所以，本篇文章会结合我国目前在药品质量安全追溯体系种发现的问题，讨论区块链技术在药品质量安全追溯中的可行性。

Study on the construction of drug traceability system
Abstract
In today's society, people's awareness of health and safety is growing, and the demand for drugs is also increasing. The emergence of this phenomenon makes the scale of China's pharmaceutical market continue to expand. However, due to the imperfection of China's drug quality and safety traceability system, drug harm incidents such as selling fake drugs, inferior drugs and problem vaccines often occur, resulting in people's physical and mental injury. Nowadays, there are two modes of drug quality and safety traceability in China: the traceability system established by pharmaceutical enterprises themselves and the traceability service of the third-party service platform used by most enterprises. There are still many problems in the two modes, such as the authenticity and reliability of traceability, the transparency of data, the problems faced by supervision and management, and so on. At the same time, the government regulatory policy is not perfect, and the new technology is challenging. At present, it is very important to design a drug quality and safety traceability system which is open and transparent, can supervise, can't tamper with data, has authenticity, and can protect privacy requirements. Therefore, this article will discuss the feasibility of blockchain technology in drug quality and safety traceability based on the problems found in drug quality and safety traceability system in China.

第一章 引 言
1.1 研究背景与意义
1.1.1 研究背景
近年来，频频出现非法贩卖滥用假劣药、已经到期的药品等现象，这种不合格的药品安全问题经常发生，导致药品安全问题是现在备受关注的热点问题之一。如表1.1 2003-2018国内重大药害事件整理所示。从表格数据来看，众多药害事件的发生，证明当今在药品安全管理方面和监管方面存在一定的问题，对于我们国家的发展和人民百姓的生命健康构成了非常大的威胁。证明药品行业的每个方面都存在安全隐患,如在生产药品时使用的原材料、药品有规模的批量生产、药品运输配送途径、药品销售流入市场等许多过程都会出现不同的问题。导致药害事件发生的原因有很多，比如，不完善的药品质量安全信息可追溯体系，药品质量安全信息存在不对称，政府监督管理力度不够，消费者对药品质量安全意识差等[[1]]。
