摘 要

近年来，计划生育政策的弊端日益凸显，上有4位老人下有1位儿童的“421”家庭结构逐渐成为当今社会家庭结构的主要模式，且由于经济水平的日益提高，老年人对养老服务的需求日趋多元化，家庭养老不堪赡养重负，难以为老年人提供优质的养老服务，为此，民办养老机构迅速兴起，并作为养老模式的一种补充形式迅速发展起来。但作为一种新兴产业，民办养老机构的发展在政府政策、机构经营方式以及传统思想观念等多方面存在着诸多问题和困境，这不仅严重阻碍了机构自身的发展，还降低了老年人的生活质量和幸福感。因此，我国民办养老机构的首要任务是通过归纳总结自身发展现状，从外部环境因素及内部环境因素两方面分析阻碍机构发展的具体影响因素，并及时进行整改与完善，在提高机构服务水平和服务质量的同时，使老年人能够安享晚年。

作为我国经济发展水平较高的省份，江苏省同时也是人口老龄化水平均较高的省份。民办养老机构在我省迅速兴起，规模日益增大，但仍面临着诸多问题和困境。本文通过查阅相关数据资料，分析总结我省民办养老机构的发展现状，并在此基础上全面讨论机构存在的主要问题和缺陷，提出相关对策及建议，以此促进机构在未来更好地发展。

Development and Reform of Pension Status Inquiry

Abstract

In recent years, with the population aging intensifies, "421 family structure" has gradually become a major social family structure model, and growing older, diversification of pension service requirements make governments and households overburdened pension institutions play increasingly important role of private pension institutions as a special pension institutions are gradually emerging, and growing rapidly. But now, due to various reasons government policies, management style and traditional ideas and other institutions, private pension institutions in the rise phase of facing many problems and difficulties, which not only severely restricted the development of their own institutions, but also reduces the elderly quality of life and happiness. It is therefore imperative of private pension institutions is to summarize their own development, and to analyze the main factors restricting the development, and constantly improve the pension service to meet the growing demand for pension.

As a high level of economic development of China's provinces, Jiangsu Province is also an aging population levels were higher provinces. The rapid rise of private pension institutions in the province, increasing scale, but still faces many problems and difficulties. Through access to relevant data, analyze and summarize current development of private pension institutions in our province, and comprehensive discussion of the organization the main problems and defects on this basis, propose countermeasures and suggestions, so as to promote better development agency in the future.

（一）研究背景

近年来，人口老龄化问题的日益严峻，全球各国都面临着人口老龄化的挑战，养老问题也成为了当今人类社会必需要妥善解决的重大现实问题。我国作为世界第一人口大国，在平均预期寿命延长和计划生育政策的实施的双重作用下，人口老龄化速度迅猛加快，现今我国已成为老年人口大国。
