Abstract. Cities have existed since the beginning of civilization and have always been intimately connected with humanityrsquo;s cultural and technological development. Much about the human and social dynamics that takes place is cities is intuitively recognizable across time, space and culture; yet we still do not have a clear cut answer as to why cities exist or to what factors are critical to make them thrive or collapse. Here, we construct an extensive quantitative characterization of the variation of many urban indicators with city size, using large data sets for American, European and Chinese cities. We show that social and economic quantities, characterizing the creation of wealth and new ideas, show increasing returns to population scale, which appear quantitatively as a power law of city size with an exponent beta; rv 1.15 gt; 1. Concurrently, quantities characterizing material infrastructure typically show economies of scale, namely beta; rv 0.8 lt; 1. The existence of pervasive scaling relations across city size suggests a universal social dynamics common to all cities within an urban system. We sketch some of their general ingredients, which include the acceleration of social life and a restructuring of individual social networks as cities grow larger. We also build simple dynamical models to show that increasing returns in wealth and innovation can fuel faster than exponential growth, which inexorably lead to crises of urban organization. To avoid them we show that growth may proceed in cycles, separated by major urban adaptations, with the unintended consequence that the duration of such cycles decreases with larger urban population size and is now estimated to be shorter than a human lifetime.

1 Introduction

It is estimated that sometime in 2007 humanity crossed a historic landmark, with most people, for the first time in history, now living in cities [1]. Yet, even as the debate over the human impacts on the natural environment rages on, urbanization and its consequences remains poorly un- derstood [2]. For many, cities are seen as the principal sources of our social and environmental problems; in terms of crime, pollution, poverty and the spread of communi- cable diseases [3–6]. Simultaneously cities are, and have always been, disproportionately the birthplaces for most of human prosperity, innovation and culture [4–8].

Cities occupy a special place among all other social or- ganizations. Their origin is intimately connected with the

dawn of civilization, and with the acceleration of human

technological innovation [3,10]. Today, more than 70% of

people in developed nations live in urban agglomerations and most pro jections indicate that this number will reach

90% over the next twenty years. The greatest urban revo-

lution, however, is currently taking place in the developing world where urban populations are expected to more than

double by 2030, from about 40% to 80%, bringing some

4 billion new urban dwellers to already crowded and con- gested population agglomerations [11].

The inevitability of cities, through time, space and culture, as spontaneous human social organisations raises important questions regarding the universality of the hu- man and social dynamics they realize. Could there be a set of general predictive principles that underlie urbaniza- tion anywhere, and throughout time? If so, can there be a quantitative theory of cities, that would make predictions about idealized average urban agglomerations of which real cities are actual realizations? Here we give evidence for pervasive quantitative self-similarity between cities of different population sizes, suggesting that the same dy- namical and organizational principles are at play in all

urban centres, regardless of location or time. We analyse some of the consequences of this self-similarity and point to the contours of a general quantitative theory of cities.

The nature of change in human and social life from small rural populations onto the urban realm has been a central topic of investigation across the social sciences [12]. Very early on, sociologists [12,13] observed that the structure of human social networks changes qualitatively when individuals are embedded into the social poss
