1.目的及意义

This paper is aimed to reveal the current situation and problem existing in teaching writing in English, and think about some strategies in improving teaching English writing from the perspective in Core Competence as mentioned in the title. This paper mainly focuses on several aspects related to teaching English writing according to the standard of the Core Competence and values for Chinese students development: Firstly, it would offer introduction about the Core Competence and values, including the background, the process of development, main branches, aspects under each subcategory, as well as four aspects of Core Competence in English; The Core Competence was first proposed in China by Ministry of Education in 2014. Since the concept of Core Competence was put forward, the definition and connotation, the ways of training, the methods of evaluating have been under researches. Among the subcategories of Core Competence, English Core Competence is of great importance, which is the focus of this paper, including its denotation, connotation, current and further development, and its values under the background of the research on Core Competence theory and practice. Secondly, it focuses on the procedure during implementation and current situation of teaching English writing in classroom and students writing ability through cases analysis; In classroom teaching, Core Competence are closely related to curriculum and syllabus, teaching and learning process, evaluation system, and teaching methods/pedagogy. Thirdly, it analyzes several problems and deficiency present in the research on Core Competences and its practice, particularly in teaching high school students. As to English Core Competences, this paper stresses the current situation, research process, educational value, and its further promotion under the guidance of policy. Fourthly, it draws up to the conclusion and provides some suggestion on the breakthrough and innovation of the practice of teaching English writing, according to the norms of the Core Competence and values of teaching English, as well as the prospect of its further development.

This paper focuses on Core Competence and one of its subcategories, English Core Competence, involving three aspects, including problem raising, analyzing, and solving about teaching English writing in high school. From cases analysis of high school students' writing articles through field trip, some problems present in students' English writing are revealed, which also reflects the current situation and research process of English Core Competence. Last but not least, this paper raises some suggestions on the strategies of improving writing teaching and learning in classroom, or how to solve the problems of teaching English writing according to the norms of English Core Competence. This paper is aimed at talking about currently hot issue on education —— Core Competence, as well as its subcategories of English. For the reason that government has been placing great importance in education, especially foreign language learning, this newly raised issue is worthwhile to be studied and analyzed, and it needs more effort to provide more theoretical foundation for it to further prompt, at the same time, to support better development of education.

2. 研究的基本内容与方案

This paper studies a newly raised concepts - Core Competence, and its subcategory, English Core Competence. The intention of this study is to explore possible advice to improve teaching English writing in high school classroom. In the introduction, it puts forward the concept of Core Competence, its denotation and connotation, its subcategories, and its current research situation and its practice in education.(raise question and demonstrate the topic.) This paper discussed major concepts and development of Core Competence. In this part, this paper describes the historical development, current situation and educational value of Core Competence besides its denotation and connotation. Next, it discusses concepts and development of English Core Competence.This part mainly focuses on one of the subcategories of Core Competence—— English Core Competence, including its relationship with curriculum and syllabus, evaluation system, and pedagogy, as well as its educational value, particularly in English writing teaching and learning in classroom in high school.Finally it draws conclusion. As the problems existing in English writing teaching and learning has already put forward above, this part analyzes those problems and provides possible suggestions for the improvement of writing teaching and learning, and look into the further development of teaching English writing based on the norms of English Core Competence.

The major research methods of this paper include: 1. Quantitative study. It provides a quantitative measure as well as qualitative measure of Core Competence’s impact in English writing teaching and learning; 2. Data analysis. Problems about the study and teaching of writing in English are revealed through the analysis of deficiency existing in high school students writings; 3. Contrast and comparison.

The data that the analysis based on is from 2019's Diagnostic Test(Science) of eastern conference,in Tongren city (Tongren NO.1 High School, Class 3, Grade 12) (2019.1.25). Research requirements and possible problems Research conditions include: paper, printing equipment, library, Internet access to domestic and foreign literature; And the possible problems are: (1) insufficient literature; (2) due to personal views and ability to make the analysis of the research object not comprehensive and in-depth.
