本文按照任务书的内容要求，共分为十章，包含了监理规划通常所具备的工程概况、监理工作依据、监理工作范围、监理工作目标、监理组织、监理内容、监理程序、监理方法和措施、监理制度、监理设施十个方面的内容。绘制出了具体的组织机构图并构建责任分配矩阵，进行各个管理职能的责任分配。详细写明了工程监理工作的程序，并绘制各个职能管理的详细流程图。详细写明了工程监理的方法与措施，包括监理过程中的进度、质量、安全、投资等各个管理职能中的各种有效管理方法及经济措施、合同措施、组织措施及技术措施等。详细写明了监理工作制度，比如：设计文件、图纸审查制度；施工图纸会审及设计交底制度；施工组织设计审查制度；工程开工申请审查制度；工程材料质量检验制度；分部（分项）工程质量验收制度等。
