PPP模式在城市地下综合管廊建设中的应用毕业论文

摘 要

由于我国城镇化的加速发展、现有管网设计落后,城市地下管线急需扩容、更新、维修,而由此带来频繁的道路开挖不仅造成了环境、噪音污染,同时造成的交通拥堵也给居民的生活出行带来极大的不便,此外也极大的影响了道路沿线的商业利益。已有经验证明,综合管廊是解决这些问题的有效方法。

目前,我国已经建成了一批地下综合管廊,但其运营效果不佳,且管廊并没有在我国大范围建设。本文通过研究我国现存管廊的建设运营现状,找出运营中存在的问题,并结合现有的几种建设运营模式找出适合我国的解决方案,即采用PPP模式中的前补偿和后补偿模式来为政府寻求合作伙伴。同时为了进一步推进PPP模式在综合管廊中的应用,文中对后期运营管理机制提出建议,并在分析管廊费用-效益的基础上,根据“谁受益谁付费”的原则确定政府和各管线单位为费用承担主体,同时对具体费用制定方法给出一些建议。

Abstract

Expansion,renovation and maintenance of urban underground pipelines seem to be the most urgent task for the government due to the rapid development of China's urbanization and the backward desigh of the exsiting network.The frequent road excavations have made a big environmental and noise pollution and the traffic congestion has brought much inconvenience to the citizens's daily lives.It also diminish the commercial profits of the stores along the road. It has proved that utility tunnel is the best way to address those problems.

Now,the government has built a batch of the underground utility tunnel,but they didn't work as we expected and the underground utility tunnel werent built on a large scale in china.This paper target at finding out the exsting problems during operation and comparing the current modes of operations to propose the most suitble solution through researching on the current situation of utility tunnel's operations.,as a result of which,before and after conpensation inPpp-mode to seek partners for the government are strongly recommended .Meanwhile,for the increasing application of PPP mode in the utility tunnel,this paper provides suggesions with the mechanism of the later operation management,and according to the principle that whoever benefits pays,it determines the government and the pipeline units as the main body of cost and in the meantime give some advice concerning the method of setting specific price on the basis of analyzing the costs and benefits of the utility tunnel.
