摘 要

本文借助文献分析法、案例分析法以及具体数据和模型，通过大量的分析、总结与思考，探索PPP项目物有所值评价方法，所得结果对PPP项目物有所值评价方法的未来做出了自己的展望。

论文首先介绍了现有的PPP项目物有所值评价方法，包括定量分析和定性分析，其中定量分析法中还细分到公共部门参考标准法和成本效益分析法，并通过具体方法例子评价了这几种方法的优势和劣势。

研究结果表明，物有所值评价方法是实施PPP项目的前提和保障，是实施PPP项目的重中之重。PPP项目是一种优势显而易见的项目，虽然国际上有了不少经验，但在我国还没有一种非常合适的评价方法。

本文的特色：PPP项目是一种新型的项目模式，尤其是在中国，在2015年年底才颁布了《PPP物有所值评价指引（实行）》，很多的先例并不是完全依照这个指引。本文系统的介绍了物有所值评价方法，并分析了实际的案例。

Abstract

In this paper, by means of literature, case analysis and specific data and models, through a large number of analysis, summary and thinking to explore the PPP project value for money evaluation method.Though the results of the future of the PPP project value evaluation method,I made some prospect by myself.

Firstly this paper introduces the existing value for money evaluation methods of PPP project , including qualitative analysis and quantitative analysis which is also divided into the public sector reference standard method and cost-benefit analysis method. And through the specific method examples ,I evaluated advantages and disadvantages of these methods.

The results show the evaluation method of value for money is the prerequisite and guarantee of the PPP project, which is the most important task of PPP project. PPP project has an obvious advantage, although the international community has a lot of experience, but in our country there is not a very appropriate evaluation method.

Features of this article: the PPP project is a new project model, especially in China.Until the end of 2015, the "PPP value evaluation guidelines (implementation)"has been published,a lot of precedents were not entirely follow this guidelines. This paper systematically introduces the value-for-money evaluation method and analyzes the special case.
