摘 要

在这改革开发的四十年以来,我国国民的GDP持续增加,祖国日益强大在经济方面取得了持续增长。能源方面可以提供无竭动能,中国经济借此发展, 但是相对的,资源环境问题也愈发严重。在城市建设日益完善的今天,能源消耗日益扩大,环境问题日益凸显,在当今的资源问题中,能源的效率问题成为焦点。通过预算以及分析中国的能源效率,可以更好的了解把控我国各个地域的能源效率情况,针对测算结果,针对薄弱区域提出建设性意见,对我国的进步有着重要意义。

本文选取2008年-2017年武汉城市圈(武汉市、孝感市、黄冈市、黄石市)的投入,产出以及二氧化碳排放量数据作为样本基于工业二氧化碳与工业投入中能源投入的相关性分析,建立SBM-DEA模型,建立该模型测算分析武汉各个城市的能源效率,测得包含非合意产出二氧化碳的工业能源效率值较只考虑GDP产出的工业能源效率值更平缓。随后通过SBM-DEA模型对能源效率进行仔细分析,我们可以得出武汉周边城市的全要素值,并根据所得结果可以大略看出总体水平孝感市最好,黄石市最差。黄冈市与孝感市的工业能源效率比较平均水平较高。其中黄石市相比较于其他城市的差距较大。

最后,基于上述分析结果,指出能源能率值低会对我国经济产生严重影响,武汉城市圈的工业能源效率还有21%左右的提升空间,这对缓解我国能源危机,保障能源安全具有十分重要的意义。提出了优化产业结构,大力发展新能源产业,优化能源消耗结构等相应的政策建议

Abstract

In the 40 years since the reform and development, China's national GDP has continued to increase, the motherland has become increasingly powerful in the economy has made sustained growth. The energy sector can provide an inexhaustible source of energy for China's economic development, but in contrast, the resource and environmental problems are becoming more serious. With the development of urban construction, the energy consumption is increasing, and the environmental problems are becoming more and more serious. Through the budget and analysis of China's energy efficiency, we can better understand the control of China's energy efficiency in various regions, for the results of the calculation, for the weak areas to put forward constructive suggestions, of great significance.

This article selects the input of Wuhan Metropolitan Area (Wuhan, Xiaogan, Huanggang, Huangshi) from 2008 to 2017, based on the correlation analysis between industrial CO2 and energy input, a SBM-DEA model was established to calculate and analyze the energy efficiency of different cities in Wuhan, measured industrial energy efficiency, which includes the undesirable output of carbon dioxide, is flatter than industrial energy efficiency, which takes GDP output into account only. Then we analyze the energy efficiency by SBM-DEA model, we can get the total factor value of the cities around Wuhan, and from the result we can see that Xiaogan is the best and Huangshi is the worst. Industrial energy efficiency is higher on average in Huanggang and Xiaogan. Huangshi has a big gap compared to other cities.

Finally, based on the above analysis results, it is pointed out that the low energy efficiency value will have a serious impact on China's economy. The industrial energy efficiency of Wuhan City Circle still has about 21% room for improvement, which is very important for alleviating China's energy crisis and ensuring energy security. significance. Put forward corresponding policy suggestions such as optimizing industrial structure, vigorously developing new energy industry, optimizing energy consumption structure, etc.
