摘 要

随着现代汽车制造业的发展和企业间竞争的加剧，汽车业的生存和发展都面临着严峻的挑战。面对高效益的诱惑，汽车业巨头大众公司在2015年搞出了一场令全球民众惊讶和失望的丑闻事件。本文将从这次的丑闻事件研究背景、产生的原因和影响进行分析，针对这些研究提出解决对策。各国的汽车业应把此次丑闻事件作为前车之鉴，稳定而快速的发展。

Environmental Protection Agency accused Germany VW .Their Parts diesel vehicles sold byThe installing the software specifically to deal with exhaust emission inspection,which can vehicle identification is in state to be detected, and then in the vehicle inspection secretly started, so that the car can be in the inspection to "high environmental standards" pass, and when driving at ordinary times, the vehicle emissions of pollutants has exceeded, 40 times the maximum up to the statutory standard, a serious violation of the U. S. "clean air act. Obama government immediately ordered the public to recall nearly 500 thousand vehicles exceeded emissions of diesel vehicles, Volkswagen may face a maximum fine of $18 billion. 2015年9月18日的凌晨，美国国家环保署指控德国大众公司近50万辆柴油汽车安装了专门而复杂的非法软件，大众公司利用这个软件以对真实尾气排放量作假，欺骗和逃过了美国监管部门对尾气排放量的监管，作弊使得排放量符合美国有关废气排放的规定。这个反侦查软件能发现出汽车是否处于被检测的状态，如果识别出在车检，这个软件就会秘密启动汽车，从而使得汽车的尾气排放量符合美国的环保标准；但平时驾驶时，汽车二氧化碳以及有毒气体的排放量最高可超过美国规定标准的 40 倍，严重违反了美国的环保法律。监管部门指认，这次主要调查的重点对象是4缸驱动的柴油汽车，是从2009年到2015年生产的，其中包括大众捷达、甲壳虫、高尔夫、奥迪A3以及大众帕萨特这五款车型。事发后，德国大众公司已经承认在美国操纵废气排放数据的事实。这意味着大众欺骗了全球人，全球近1100万辆柴油车的尾气排放数据被德国大众操控了。德国联邦交通部部长多布林特在9月24日的新闻会上指出，在欧洲1.6升和2.0升排量的柴油车同样存在操控问题。其中德国有280万辆车受到波及，除了轿车外，还有轻型商务卡车和货车。大约210万辆大众旗下的奥迪品牌和120万辆斯柯达品牌柴油车也受此次丑闻影响。根据9月28日的报道，奥迪发言人表示，西欧约142万辆奥迪车受到影响，而这些奥迪车都是配备了EU5的发动机。其中主要问题汽车在德国，涉及车辆就有57.7万辆，而在美国有近1.3万辆被检测出安装了违法软件的车辆。在全球范围内，问题车辆就包含了210万辆奥迪车。
