“长航幸海”轮海上救生演习流程的有限优化毕业论文

摘 要

在航运业的发展历程中,海上安全深受人们重视。为了保证人命安全,应对各种紧急事故的发生,船舶依照SOLAS公约第三章规定编写应变部署表规定船上每个人的应变行动,在发生事故时,根据应变部署表规定的职责进行应急应变。然而应变部署表不能全面的预期事故的细节,为了船员在发生事故时能够沉着冷静的进行救援救助,按规定如期进行救生演习显得尤为重要。但是,目前针对海上救生演习的研究主要集中在救生设备的配备和安全使用方面,对救生演习流程优化方面的研究不足。为此,本文结合“长航幸海”轮救生演习经历,探讨如何优化救生演习流程,从而有效的提高船员的应变素养和学生的安全意识。

本文在研究过程中,首先,收集大量相关文献,分析国内研究现状以及存在的不足,确定本文的研究价值。其次,结合实习期间的经历和实习船相关资料,发现其中存在救生演习方案不适用、安全教育意义被忽视、船员安全意识薄弱等方面的问题,并结合SCDA循环分析法对救生演习流程进行优化。再次,重点讨论了以发现问题、查找问题的原因、制定解决方案、有效方案制度化等步骤进行系统的流程优化设计。最后,应用SDCA分析流程图“长航幸海”轮救生演习进行了有限优化。

Abstract

In the development of the shipping industry, maritime safety has always been highly valued. In order to ensure the safety of human life and respond to various emergencies, the ship shall prepare the muster list according to the provisions of chapter 3 of SOLAS to specify the response actions of everyone on board. In case of accidents, the ship shall make emergency response according to the duties specified in the muster list. However, the muster list can not fully expect the details of the accident, in order to the crew in the accident can calmly rescue, according to the provisions of the boat drill is particularly important. But, at present, the researches on the maritime boat drill mainly focus on the equipment and safety use of life-saving equipment, as well as the problems existing in the use, etc, and the study on the optimization of the boat drill process is insufficient. For this reason, this paper intends to combine the experience of "Chang Hang Xing Hai" ship's boat drill to discuss how to optimize the boat drill process, so as to effectively improve the crew's strain literacy and students' safety awareness

In the research process of this paper, first of all, a large number of relevant literature was collected to analyze the domestic research status quo and the existing shortcomings, so as to determine the research value of this paper. Secondly, based on the experience during the internship and the relevant materials of the internship ship, it is found that there are some problems such as imperfect boat drill scheme, neglect of the significance of safety education, and weak safety awareness of the crew, etc. and it is proposed to optimize the boat drill process by combining the SCDA cyclic analysis method. Thirdly, it focuses on the process optimization design of the system through the steps of finding the problem, finding the cause of the problem, making the solution and institutionalizing the effective solution. Finally, SDCA analysis flow chart was used to optimize the boat drill of M/V "Chang Hang Xing Hai" .
