摘 要

新闻舆论监督作为我国行政监督体系的重要组成部分，能在一定程度上监督和制约行政权力的行使，不仅能保证行政权力健康运行，而且还能使其更大限度地为人民服务。但由于我国现有新闻舆论监督对政府行政行为干预的不规范、不成熟，我们仍需要对其进行进一步的研究和改善。

通过查阅大量的相关资料，对新闻舆论监督对政府行政行为干预的现状进行了具体的分析，包括：新闻舆论监督对政府行政行为的干预已有相应的基本法律保障、曾多次被写入党代会报告中、影响力逐渐扩大和在新时代有了新发展。总体而言，我国新闻舆论监督对政府行政行为的干预虽然取得了一定的成就，但仍存在不少问题，如新闻舆论对政府行政行为监督的疲软，行政权力的干预过多，新闻媒体难以保持客观性和独立性，新闻舆论监督的滥用以及新闻舆论监督传播渠道不畅。导致问题产生的原因很多，主要是由于新闻舆论监督对政府行政行为干预的法律法规不健全，新闻媒体与行政部门的隶属关系造成监督乏力管理不规范和机制不健全。并针对以上问题，提出了一些具体的强化措施：建立健全新闻舆论监督法律法规，减少行政权力干预，提升行政人员自觉接受监督的意识，增强新闻舆论监督对政府行政行为干预的管理以及建立健全新闻舆论监督对政府行政行为干预的有效机制。

Research on the Current Situation, Problems and Countermeasures of News Media Supervision's Intervention on Government Administrative Behavior

Abstract

As an important part of China's administrative supervision system, news media supervision can supervise and restrict the exercise of administrative power to a certain extent. It can not only guarantee the healthy operation of administrative power, but also enable it to serve the people to a greater extent. However, due to the non-standard and immature intervention of the existing news media supervision on government administrative behavior in China, we still need to further study and improve it.

Through consulting a large amount of relevant information, the specific analysis of the current situation of news media supervision on the government's administrative behavior intervention, including: press media supervision of the government's administrative behavior has been the corresponding basic legal protection, has repeatedly been written into the party congress report China and its influence have gradually expanded and new developments have taken place in the new era. In general, although China’s news media supervision has made some achievements in its intervention in government administrative actions, there are still many problems. For example, the news media’s weak supervision over government administrative actions and the excessive intervention of administrative power make it difficult for the news media to maintain. Objectivity and independence, abuse of news media supervision, and poor supervision by news media. The causes of the problems are many, mainly due to the imperfect laws and regulations of news media supervision on the government's administrative actions, and the subordination of the news media and the administrative departments, which results in poor supervision and management, and inadequate mechanisms. In response to the above issues, some specific reinforcement measures have been put forward: establishing and improving laws and regulations on news media supervision, reducing administrative power intervention, raising the awareness of administrative personnel consciously accepting supervision, strengthening the supervision of news media supervision on government administrative behavior intervention, and establishing sound news The Effective Mechanism of Public Opinion Supervision on the Intervention of Government Administrative Actions .
