Financial management and budgeting strategies for LIS programs

Ugandarsquo;s experience

Abstract
Purpose – With the dwindling state funding to support higher education, Universities have been forced to initiate many private programmes to not only generate income for the Universities but also to respond to the high demand for higher qualifications and skills demanded for globally. This in turn has put on pressure on University departments to initiate new programmes, budget for them and manage the resources accruing from these programmes. The central question is how these academic programmes are budgeted for and the budgeting strategy adopted by Library and Information Science (LIS) schools. The purpose of this article is to examine the budgeting strategies applicable in LIS and recommends appropriate strategies to be adopted for budgeting for LIS programmes. It also recommends financial management issues that LIS school educators/managers should consider.

Design/methodology/approach – This paper is based on analysis of relevant literature and experience of the authors in designing several courses at Makerere

University.Findings – The paper makes a review of budgeting strategies applicable to LIS institutions and makes recommendations for the key areas that should be considered by LIS schools in budgeting for new academic programmes. It concludes by making emphasis on financial management and proper budgeting as an important tool in surviving the closure in the global re-organization in higher education. Originality/value – Some LIS schools have closed especially in South Africa. The issue is financial sustainability. This article addresses this central issue that need to be carefully considered by LIS schools to ensure that LIS programmes are budgeted for properly. Introduction and context
The issue of financing college and university programmes is being debated in almost all circles of higher education arena. Many important questions about higher education are related to its cost. Is higher education a good investment for students? Is higher education affordable to students from middle-income families? Is higher education accessible to students from low-income families? Is higher education a good value? How are the costs of higher education shared between students, their families, and government? With the pressing governments needs, less attention is being put into the issue of adequately financing college and university programmes. According to East African School of Library and Information Science (EASLIS) (2007), Makerere University, Uganda Strategic Plan, funding of tertiary education averages only 12 percent of the total education envelope. The projection of funding to tertiary education as indicated in the education sector strategic plan 2005-2015 reveals that it will decline in the next ten years. The low state of tertiary education and its projected decline over the next ten years poses a challenge to LIS institutions regarding its financial sustainability.This projected decline in state funding, ironically, provides an opportunity for LIS schools to be entrepreneurial and generate more income through a well thought out income diversification strategy (East African School of Library and information Science (EASLIS), 2007). Programmes like UPE and USE have taken a center stage in the development partnersrsquo; and Government of Ugandarsquo;s support. The effect of privitisation of the economy has also not spared education sector. This has led to many new programmes being offered in different faculties in different colleges and universities under private schemes. To a large extent most faculties have now become semiautonomous based units within the universities. Faculties can now initiate programmes cost, plan for tasks executions and manage a reasonable percentage of the resources derived from these programmes. There is now a need for LIS institutions to seek for a balance between the pursuit of their academic mission and the effective management of all their resources. This makes the issue of financial management pertinent in the LIS management circles.

According to Kautz(2007), financial management is the process of managing the financial resources, including budgeting/costing, accounting and financial reporting and risk management. It is handling your financial situation in a responsible manner to achieve the desired goals (Mitchell, 2007). Good financial management requires good planning. The decisions you make regarding your finances will affect many aspects of the organization life, as well as the lives of the partners. Mitchell (2007) goes on to argue that there is a correlation between goal-setting and financial management. The goal-setting process is a key to successful financial management. A look at financial management shows a wide coverage of many important issues. For the purpose of this paper, it is the budgeting/costing of LIS programmes with reference to EASLIS, Makerere University that is covered.
The Higher Education Funding Council for England (1999) once noted that governance and management arrangements differ between institutions and countries depending on factors such as size, mission and culture. However, the principles and the self-challenge question remains of how to finance private courses? Of course there will be differences within, and between countries, in the answers to the self-challenge questions and the actions that they follow. Whatever their size, mission and culture, institutions must achieve an effective balance in their governance and management arrangements of the finances.

对于LIS方案的财务管理和预算编制策略

-----乌干达的经验

摘要:随着国家日益减少的资金支持高等教育,大学被迫发起很多私人计划,不仅是为了增加高校的收入,也是为了满足全球对高校学历和技能的要求。这就给学校带来了压力,迫使其改善预算方案来管理计划累积的资源。最主要的问题是学校是如何编列预算并通过图书馆和信息科学(LIS)学校采取的预算策略。这篇文章的目的是审查适用于LIS预算编制的策略和建议对预算方案LIS要通过适当的战略。本文是根据相关文献,并在Makerere University设计几门课程基础上进行的分析,阐明了LIS学校慎重考虑,确保LIS方案预算妥善这一核心问题。

1.简介和背景

3.1单项增量预算
